Description
The counter balance valve could fail and allow the hydraulic boom lift to lower without warning.  Consequence of defect: should the boom lower with a vehicle in tow, a vehicle crash could occur.

Corrective Action
Install new counter balance valves not subject to this defect.

Notes
Vehicle description: power wreckers-models 1100 (5 ton) and 1200 (7 ton).  System: counter balance valve for lift.
