The Victory motorcycle brand was created by owners Polaris, an American manufacturer of snowmobiles and all-terrain vehicles in 1997, with sales from 1998. Victory's motorcycles were designed to compete directly with Harley-Davidson and similar American-style motorcycle brands, with V-twin engines and touring, sport-touring, and cruiser configurations. In 2011 Polaris purchased the Indian Motorcycle brand and began producing Indian Motorcycles, Victory was profitable for a number of years (beginning in 2002) but failed to turn a profit three of its last five years, due primaryly to lack of investment, and were wound up in 2017. Production of Indian continued.

The Victory Hammer was introduced in 2005 as part of Victory's Muscle Cruiser range. In 2010, Victory released the Hammer 8-ball as a derivative of the Hammer With a lowered seat and smaller engine the bike is marketed as a cheaper and less loaded alternative to the Hammer and the Hammer S from 2011 the engine was upgraded to the 106 cu in block used in the Hammer.
